Stephen F. Berlinguette manages the USAID/Vietnam office in Ho Chi Minh City. In addition to USAID Public Health and Economic Growth programs, the Higher Education portfolio is based in the Ho Chi Minh City office. USAID/Vietnam’s goal in higher education is to help universities in Vietnam implement best practices in academic program development, governance, and industry engagement. Activities include the Building University-Industry Learning through Innovation and Technology (BUILD-IT) and Improving Access, Curriculum and Teaching in Medical Education and Emerging Diseases (IMPACT-MED) alliances, as well as USAID support to Fulbright University Vietnam (FUV).

He served as an Economist with USAID/Liberia and USAID/Rwanda. Previous to joining USAID, he worked for several years in the private sector in Vietnam as well as with the U.S. Department of Commerce on US-ASEAN trade facilitation. He holds an MA in International Economics/Southeast Asia Studies from the Johns Hopkins University School of Advanced International Studies (SAIS).
